Scope

What we do for the public sector.

Buildings and refurbishment. We are not a major infrastructure contractor and we do not pretend to be: where we are useful is on the building and on the public facility, on works that often have to be done without closing the service.

How we work

Refurbishing public facilities

Public buildings that have to be handed back into service: structure, envelope and finishes, with the use of the building driving the programme.

Fit-out of public premises

Internal refurbishment of publicly owned offices, centres and units: layout, building services and finishes to the design.

Facades and roofs

The whole envelope: facade repair, roof waterproofing and replacement of external windows and doors.

Accessibility and compliance

Removing barriers, accessible routes and bringing an existing building up to what the regulations require of it today.

Services and energy efficiency

Renewing building services, insulation and improving how the building performs, with the completion documentation the supervising design team asks for.

Maintenance and minor works

Small, repeated jobs, which are the ones that get controlled worst. Each one carries its daily record, its photos and its valuation, the same as a large contract.

Method

From tender documents to final account.

Five stages and no surprises between them. The same route on a minor contract as on a job that runs for months; the only thing that changes is the volume of paperwork.

Stage I

Reading the tender and testing it

We read the whole tender pack, not the summary: the standing required, the award criteria, the programme, the penalties and the special conditions of performance. If the programme or the price do not add up to work we can build properly, we do not bid. That comes out cheaper for everyone than a site stopped halfway.

Stage II

Bid and evidence of standing

Technical statement, a programme broken down by work item, analysed unit rates and whatever administrative paperwork applies. It goes in through the platform named in the notice and inside the deadline, not in the last hour of the last day.

Stage III

Building it as designed

From the setting-out record onwards there is a site manager of ours on site, with a name and a phone number. Anything not in the design does not get built on our initiative: it goes to the supervising design team and is put in writing before anyone touches it.

Stage IV

Interim valuations

A valued statement for each period as the contract requires, measuring what has actually been built, backed by dated photographs. The supervising design team always receives the same thing, in the same format and on the same date of the month.

Stage V

Handover, final account and defects period

Snagging, the handover certificate, the final account and whatever defects liability period the contract sets. Through that period the contact is still the same site manager, not a generic inbox.

PEMAGA Building is the construction division of Grupo PEMAGA, a family group with five decades of trading and four divisions in the Barcelona metropolitan area. That is the structure behind every bid: we are not a company set up for one tender that has disappeared by the next.

  • Technical Our own site manager on every contract and the trades we work with week in, week out, not a team improvised the day the award comes through.
  • Financial Backed by Grupo PEMAGA. Public work is paid by interim valuation, and you have to be able to hold the pace of the works in the meantime.
  • Resources Our own site team and a single person coordinating the trades. We subcontract trades, never the responsibility for the contract.
  • Docs Administrative paperwork kept current and submitted in the format and through the platform each tender specifies.
  • Deadlines Formal requests and corrections answered inside the time allowed by the contracting authority.
We do not publish classifications or contract values here. Whatever evidence applies — contractor classification, turnover, similar works or anything else — goes in with the bid, tied to the specific file and in the terms its tender documents require. A website is not the place for that.

Traceability

Every day on site
leaves a trail.

This is our real advantage and it can be checked: the job is run inside our own system. The daily records, the photos and the valued statement all come out of it. There is no one version for the site and another for the file.

  • Records A daily record signed by the team on site: who was there, how many hours and on which work item. Signed that day, not reconstructed at the end of the month.
  • Photos Dated photographs filed against the item they belong to. Anything that gets covered up is photographed before it is covered.
  • Progress Percentage complete, weighted by the value of each item. If it says 62%, it is at 62%.
  • Valuation A valued statement per period with its measurement and its photographic backing, always in the same format and on the same date.
  • Access If the client asks, we give tracking access to the people they name so they can see progress and photos without waiting for the next site visit. How the portal works.

What the supervising design team receives

The valued statement for the period, measurements by section and a dated photographic record of every item valued. Always on the same day of the month.

If anything departs from the design

It goes to the supervising design team before it is built and is logged with its date, its reason and its cost. Nothing is decided on site and reported afterwards.

To invite us to a procedure, send a formal request or ask for file documentation (self-declaration, ESPD, certificates), write to avisos@grupopemaga.com quoting the file number and the contracting authority. We acknowledge receipt within 24–48 working hours and reply inside the time allowed.

What the technical staff ask us.

How do we ask you for a bid?

By email to avisos@grupopemaga.com. If the procedure is by invitation, sending it to that address is enough. If it is a direct request for a price, it helps to receive the design or costed report, the bill of quantities, the tender documents and the expected programme; with that we can tell you whether we are bidding without wasting your time.

How quickly do you reply?

We acknowledge receipt within 24–48 working hours and say whether we are bidding or not before the deadline runs out, so the file is not left waiting for a bid that will never arrive. Formal requests and corrections are answered inside the time the contracting authority allows.

Who does the supervising design team deal with?

A PEMAGA Building site manager of our own, with a name, a phone number and an email address from the setting-out record onwards. The same person for the whole job and through the defects period. There is no sales figure who signs and then disappears.

Do you subcontract?

Yes, trades: building services, joinery, painting and similar. They are notified with the details and in the terms the tender documents require, and their work is controlled by our site manager. We subcontract trades, never the responsibility: PEMAGA Building SL is the one that answers to the contracting authority.

How do you handle health and safety?

The health and safety plan is drawn up from the study in the design and goes to the coordinator for approval before work starts. On site we control access, the training of the people working there and the coordination with the other companies present. The daily attendance record comes out of the same sheets that feed the valuation.

Can you work with the facility still in use?

That is the norm in public buildings. The work is phased, with separate access, protection and hours agreed with whoever runs the facility. It is worth settling before the bid: it drives output and therefore the programme.

Can the client follow progress without visiting the site?

Yes, on request. We give tracking access to the people the client names, so they can check the percentage complete and the dated photos from a phone. It does not replace the supervising design team or the valuations: it is the same information, available sooner. See how it works.

Do you work in the private sector too?

Yes, and it is most of what we do: full refurbishments, building restoration and residential blocks. The method is the same; what changes in public work is the tender documents and the way valuations are made. See private work.
